What do you do with two wheel barrow loads of "acquired" PennDOT chipping stone? Well after being caught red handed, the chipping stone is returned to the pile from whence it originated. The Franklin state police say the incident occurred when Randy Alan Carlson stopped at a highway crossover between the north and southbound lanes of State Route 8 in Sandy Creek Township, Venango County shortly before 7 pm Sunday night.
